A meeting of the Exmoor Local Access Forum will be held in the Committee Room, Exmoor House, Dulverton on Wednesday, 9 February 2005 at 6 pm.
The meeting will be open to the press and public in accordance with the provisions of reg. 7 of The Local Access Forums (England) Regulations 2002 (under s 94 and 95 of the Countryside and Rights of Way Act 2000).

AGENDA
(The Forum’s existing Vice-Chairman (Michael Pulvermacher) to take the chair for the first two items)
- Welcome: (1) To welcome, and note the appointment of, four new members to the Forum, following the recent re-selection process for one third of the membership – Chris Binnie (user/landowner), Jeff Cox (user/other interests), Rob Manicom (other interests) and Tim Ryan (user/other interests). These members have replaced Jim Ballance (user), John Blackband (landowner), Sue Lamacraft (user) and Jean Ridge (other interests) (NB. John Blackband did not seek re-appointment and Sue Lamacraft resigned towards the end of last year). (2) To note the re-appointment of Stephen Crossman (other interests) and Robin Milton (landowner). (NB. A reserve has also been nominated, Kait Ellis (user/other interests), should anyone resign during the year). (3) All Forum members present are asked to introduce themselves and give a summary of their backgrounds and interests insofar as the work of the Forum is concerned.

- Declarations of Interest: Members are asked to declare any direct or indirect personal interests (including financial) in relation to items on the agenda for this meeting and shall disclose the nature of those interests to the meeting. (NB. The Regulations do not prohibit any member having such an interest from remaining in the meeting and participating in the discussion).
- Minutes: (1) To approve as a correct record the Minutes - Item 6 (PDF, 201kb) of the meeting of the Forum held on 24 November 2004 (Item 6 attached). (2) To consider any Matters Arising from those Minutes.
- Diversion Orders and Timberscombe Common: Alison Kent, Senior Ranger for the National Park Authority, to update the Forum.
- Exmoor National Park Rights of Way Improvement Plan Chapter: Item 8 (PDF, 4.6Mb) To give final consideration to the draft Exmoor National Park Rights of Way Improvement Plan Chapter (the Plan Chapter as set out in the Devon Rights of W ay Improvement Plan, please bring your copy from the last meeting – copy enclosed for new members). As part of this process, members are also asked to consider:-
- A paper from the West Somerset Bridleways Association (to be presented by Jerry Babbage) responding to discussion at the last meeting on motorised use, specifically Duncan Waller’s paper (Item 8(i) attached).
- Correspondence with the West Somerset Area Ramblers’ Association (Secretary, Dr Lesley Evans) also on motorised use (Item 8(ii) attached).
- The Use of Mechanically Propelled Vehicles on Rights of Way – The Government’s Framework for Action (this item is also pertinent to discussion on the Rights of Way Improvement Plan Chapter, Item 8 above) – James Maben, Access Officer for the National Park Authority, to report verbally.
- Date of the Next Meeting(s) and Agenda Item(s): The date of the next meeting is provisionally set for Wednesday, 20 April 2005 from 4 pm at Wimbleball Lake – involving a site visit/presentation from South West Lakes Trust on the recreational and access opportunities at the Lake and future proposals. The Forum’s normal meeting to follow.

#Public Question Time
There is a public question time at the Forum’s meetings to allow members of the public to ask questions or make statements on items on the agenda. The timing of public questions during the meetings and the amount of time allotted to them is at the Chairman of the Forum’s discretion. Notice of public questions should be submitted in writing three working days before the Forum’s meetings but, at the Chairman of the Forum’s discretion, there will also be the opportunity for public questions to be notified and made during meetings where they relate to specific matters raised during debate.
