A meeting of the Exmoor Local Access Forum will be held in Winsford Village Hall, Winsford (117KB, PDF) on Wednesday, 29 June 2005 at 6 pm.

The meeting will be open to the press and public in accordance with the provisions of reg. 7 of The Local Access Forums (England) Regulations 2002 (under s 94 and 95 of the Countryside and Rights of Way Act 2000).

#There is a Public Question Time at this meeting. The details are given at the end of the agenda.

Prior to the meeting, there will be an informal site visit to Putham Lane, Cutcombe (Wheddon Cross) to see the improvements carried out on the RUPP (Road Used As Public Path). If any members of the public would like to attend, they should please contact the Forum’s Secretary on the above email address or telephone number.

  2. Membership
    To welcome Joe Tucker, who has replaced John Dyke as one of the two National Park Authority members on the Forum.
  3. Declarations of Interest
    Members are asked to declare any direct or indirect personal interests (including financial) in relation to items on the agenda for this meeting and shall disclose the nature of those interests to the meeting.
    (NB. The regulations do not prohibit any member having such an interest from remaining in the meeting and participating in the discussion).
  4. Minutes
    (1) To approve as a correct record the Minutes of the meeting of the Forum held on 20 April 2005 (Item 4 (50KB,PDF)).
    (2) To consider any Matters Arising from those Minutes.

  9. Consultation on Long-Term Proposal by Exmoor National Park Authority to Restrict Open Access Rights under the Countryside and Rights of Way Act 2000 – Metcombe, Weirwater Valley

  10. Vehicle Monitoring Data from RUPPs (Roads Used As Public Paths) within the National Park
    The latest data will be presented at the meeting.
  11. Annual Work Programme
    To agree the Annual Work Programme for the period until June 2006 (Item 11 (21KB, PDF)).
    (NB. The programme enclosed identifies the items requested by members at the last meeting. There is the opportunity to add further items, if the Forum feels there is a need to do so).
  12. South West Local Access Forums
    Hilary Winter, Secretary to the Devon Local Access Forum, has also recently been appointed by the Countryside Agency to be the regional co-ordinator for Local Access Forums within the South West. This is initially a two year pilot project and will look at the interface between Forums in the region. Its focus will be on training, information exchange, regional response, national representation and expertise. As a first step, Hilary Winter has asked each Forum to complete questionnaires on training needs. This has been primarily directed to Secretaries and Chairmen. However, there is also the opportunity to seek the wider views of Forum members on the questions. A far this Forum is concerned, both the Secretary (Martin Palmer) and Chairman (Jeremy Holtom) have returned completed questionnaires – the Secretary’s is enclosed, Item 12 (41KB, PDF)) and the Chairman will bring his to the Forum’s meeting. A side letter can be sent to Hilary Winter if members disagree with any of the responses made or it is felt that additional suggestions need to be added.

    Potential Forum Logos will be presented at the meeting to enable members to make a decision on which one to choose for the Forum.
  14. Date of the Next Meeting(s) and Agenda Items
    It is proposed that the next meeting be held on Wednesday, 7 September 2005 at 6 pm at Exmoor House, Dulverton when Tamsin Phipps from the Rivers Access Campaign (British Canoe Union) wishes to address the meeting on achieving greater access to rivers for canoes and other smaller craft.

#Public Question Time

There is a public question time at the Forum’s meetings to allow members of the public to ask questions or make statements on items on the agenda.

The timing of public questions during the meetings and the amount of time allotted to them is at the Chairman of the Forum’s discretion.

Notice of public questions should be submitted in writing three working days before the Forum’s meetings but, at the Chairman of the Forum’s discretion, there will also be the opportunity for public questions to be notified and made during meetings where they relate to specific matters raised during debate.
