Annual Monitoring Report

Exmoor National Park Authority has produced four Annual Monitoring Reports (AMRs) since the introduction of the new planning system in September 2004. The purpose of the AMR is to assess the Local Development Framework using indicators selected with the aim of determining the effectiveness of policies within the LDF. These indicators will help establish whether there is any need for adjustment or replacement of policies. The AMR will also review the progress of the LDF through the Local Development Scheme.

Local Indicators:

The policies within the LDF at present, are those within the Local Plan. These policies have a series of indicators against which the implementation of the policies should be monitored. The Annual House Price Survey and annual Housing Land Availability Report  produced by the Policy and Community team, and data from the State of the Park Report,  feed into the indicators for the Local Plan.

Regional and National Indicators:

There are a series of National Core Output Indicators (NCOIs) and regionally agreed Contextual Indicators that are also included in the AMR. The NCOIs provide the regional planning body with a regional view of strategic planning performance; they are mostly obtainable and applicable to the Exmoor National Park Area.

The contextual indicators provide a broader environmental, social and economic picture of the LDF area; some of the contextual indicators however, are derived from the Office for National Statistics (among other sources) and only apply to North Devon and West Somerset, rather than the National Park area.  Consequently some information will not be directly relevant to Exmoor National Park.

Future Developments:

As local development documents are produced as part of the LDF, they will have local indicators developed to address the outputs of the particular policies within them, which will take into account the availability and quality of data available at the local level.

The sustainability appraisals that are produced in conjunction with local development documents will contain significant effects indicators which will also be monitored via the AMR. These should enable the effects of implemented policies to be measured, and whether the results match predicted effects. Again, these indicators will need to take account of existing data which is available and relevant.
