EXMOOR CONSULTATIVE AND PARISH FORUM
To: The Members of the Exmoor Consultative and Parish Forum
A meeting of the Exmoor Consultative and Parish Forum will be held in the Committee Room, Exmoor House, Dulverton, on Wednesday, 1 November 2006 at 10.30 am.
The meeting will be open to the press and public subject to the passing of any resolution under s.100(A)(4) of the Local Government Act 1972.
There will be a public question time at this meeting for members of the general public. The details are set out at the end of the agenda.

(1) To agree the Minutes of the last meeting of the Forum held on 14 June 2006 (Item 2.1 PDF,60KB) Consultative & Parish Presentation (PDF, 5MB)

3. Items Raised by Forum Members
(1) Brompton Regis Parish Council requests responses on the following items:-
“The Council would like the problems of releasing pheasants so close to highways to be discussed”
(This matter is also of interest to Withypool and Hawkridge Parish Council)
Hugh Thomas, Chairman of the Greater Exmoor Shoots Association, to respond.
“There is a serious concern over the impending closure of rural Post Offices. This is likely to have far-reaching effects within the rural community”
It is hoped that an officer from West Somerset Council will be in attendance to respond.
(2) The Exmoor Society raises the following issues:-
“Windfarm and telecommunications mast proposals likely to affect Exmoor”
David Wyborn, the Authority’s Head of Planning and Community, to respond
“Landscape Matters (What is the National Park doing in relation to Landscape Matters?)
Either Sarah Bryan, the Authority’s Team Leader (Woodlands and Landscape) or Graham Wills, the Authority’s Head of Conservation and Land Management, to respond
(3) Porlock Parish Council asks for:-
“An update on the development of the Sustainable Economy for Exmoor”
Either Phil Cookson, the Authority’s Sustainable Development Manager, or Nigel Stone, National Park Officer/Chief Executive, to provide an update on the New Economics Foundation report.
(4) The Exmoor Trust asks for updates on the following subjects:-
• The Design Guide - David Wyborn, the Authority’s Head of Planning and Community, to respond
• The Somerset and Devon Rights of Way Improvement Plans – Martin Evans, the Authority’s, Head of Recreation and Tourism, to respond
• The Cambridge Shooting Study – Either David Lloyd, the Authority’s Team Leader (Moorlands and Wildlife) or Graham Wills, the Authority’s Head of Conservation and Land Management, to respond
(5) Winsford Parish Council asks for consideration of:-
“Restricted Byways and their continuing abuse” – The Rangers and Martin Evans, the Authority’s, Head of Recreation and Tourism, to respond.
4. National Park Management Plan Review (‘A Sustainable Future for Exmoor’)
Nigel Stone, National Park Officer/Chief Executive, to provide a verbal update.
5. The Sustainable Development Fund
Phil Cookson, the Authority’s Sustainable Development Manager, to provide an update.
6. Date and Time of Next Meeting – The next meeting is scheduled for Wednesday, 13 June 2007 at 6.30pm. However, this clashes with Porlock Parish Council’s monthly meeting and so members are asked to consider a different date and time.
7. Other Business of Urgency
#Public Question Time
This facility is for members of the general public, as opposed
to Consultative and Parish Forum Members. It provides the opportunity for the public to ask questions
or make statements on any items on the meeting’s agenda. The timing of public questions during
the meeting will be at the Chairman’s discretion and those wishing to participate can speak for up to
2 minutes. If there are a number of people present for a particular item, the Chairman may ask
for a nominee to speak on their behalf and a longer time may be permitted. If you wish to ask
a public question, please let Martin Palmer, the Member Services Officer, know before the meeting commences
(telephone numbers and email address at the top of the agenda).
