A meeting of the Exmoor Consultative and Parish Forum will be held in the Committee Room, Exmoor
House, Dulverton, on Friday, 4 November 2005 at 10.30 am.
(A buffet will be available at the end of the meeting).
The meeting will be open to the press and public subject to the passing of any resolution under s.100(A)(4) of
the Local Government Act 1972.
#There will be a public question time at this meeting for members of the general public. The details are set out
at the end of the agenda.

2. Minutes
(1) To agree the Minutes of the last meetings of the Exmoor Consultative Forum (15 June 2005)
and the District and Parish Forum (27 June 2005) (Items 2.1.i (PDF, 138KB), Exmoor National Park Authority Achievements for 2004/2005(PPPT, 1.3MB) and 2.1.ii attached(PDF,111KB))

3. Items Raised by Forum Members
(1) The Exmoor Trust asks for feedback on:-
(i) Current time-frame of the Design Guide (Note from John Clements, the Authority’s
Principal Planning Officer (Policy and Community) attached – Item 3.1(PDF,71KB)).
(ii) Progress on the public participation into the Core Strategy (Note from John
Clements, the Authority’s Principal Planning Officer (Policy and Community)
attached – Item 3.1(PDF, 71KB).
(iii) Any feedback on the shooting study being carried out by Cambridge University.
(2) Porlock Parish Council wishes to discuss the following:-
(i) Tree Preservation Orders in connection with the ancient Old Orchard, Redway
(Note from Graeme McVittie, the Authority’s Woodland Officer attached – Item 3.2.i(PDF,70KB).(ii) Sudden Oakdeath
(iii) The apparent anomaly of the Authority requiring the windows of extensions on
two properties in Porlock to be timber framed when the original dwellings were
either uPVC or metal (Report from Chris France, the Authority’s Head of Planning
and Community attached – Item 3.2.iii(PDF,93KB))
(iv) The condition of bridleways in the Porlock area
(3) Lynton and Lynmouth Town Council wishes to discuss the following:-
(i) Proposed signing to ‘Exmoor’ on the new downstream bridge in Barnstaple
(ii) The return of Exmoor National Park to Lynmouth Pavilion area
(iii) The effect of the new licensing laws (particularly the restriction of 12 special
event notices per premise) on Village and Parish Halls and Community Centres
throughout Exmoor
4. National Park Authority Performance Assessment
Nigel Stone, National Park Officer, will update the Forum
5. Workshop on the National Park Management Plan Review
6. Scheduled Date and Time of Next Meeting – Wednesday, 14 June 2005 at 6.30pm.
The Forum is, however, asked whether it wishes to continue the present arrangements of the June
meetings being held in the evenings and the November meetings in the mornings.

#Public Question Time
This facility is for members of the general public, as opposed to Consultative and Parish Forum Members. It
provides the opportunity for the public to ask questions or make statements on any items on the meeting’s
agenda. The timing of public questions during the meeting will be at the Chairman’s discretion and those
wishing to participate can speak for up to 2 minutes. If there are a number of people present for a particular
item, the Chairman may ask for a nominee to speak on their behalf and a longer time may be permitted. If you
wish to ask a public question, please let Martin Palmer, the Member Services Officer, know before the meeting
commences (telephone numbers and email address at the top of the agenda).
