A meeting of the Exmoor Local Access Forum will be held in the Committee Room, Exmoor House, Dulverton on Wednesday, 24 November 2004 at 6 pm.

The meeting will be open to the press and public in accordance with the provisions of reg. 7 of The Local Access Forums (England) Regulations 2002 (under s 94 and 95 of the Countryside and Rights of Way Act 2000).

  1. Apologies for Absence
  2. Declarations of Interest: Members are asked to declare any direct or indirect personal interests (including financial) in relation to items on the agenda for this meeting and shall disclose the nature of those interests to the meeting.
    (NB. The Regulations do not prohibit any member having such an interest from remaining in the meeting and participating in the discussion).
  3. Minutes:
    (1) To approve as a correct record the Minutes (PDF, 141kb) of the meeting of the Forum held on 1 September 2004 (copy attached).
    (2) To consider any Matters Arising from those Minutes.
  4. Membership: To note the resignation of Sue Lamacraft from the Forum, for reasons of severe demands on her time and changing circumstances. It is proposed that Sue Lamacraft’s post be advertised in the next round of appointments to the Forum, which are scheduled for January 2005 (details of other members posts included in this process will be given at the meeting).
  5. Local Access Forums – Regional Workshop, 24 June 2004, Exeter: To note the replies from The Rt Hon Alun Michael, MP, Minister for Rural Affairs and Local Environmental Quality to the letters sent to him from the Workshop (Paper A, PDF 62kb).
  6. Access Award from the British Horse Society: To note that the National Park Authority has received an access award from the British Horse Society for “The National Park most active in opening up equestrian routes”.
  7. Diversion Orders: Alison Kent, Senior Ranger for the National Park Authority, to update the Forum.
  8. Devon on the Move – Moving Forward – Devon Local Transport Plan 2006-2011, Consultation Document October 2004: Following the presentation by Zsolt Schuller, Transportation Planning Officer from Devon County Council to the Forum’s last meeting (see Minute 42), the Forum is asked to consider whether to make a formal response to the recently published consultation document on the Devon Local Transport Plan 2006-2011 (Paper B, PDF 300kb).
  9. Exmoor National Park Rights of Way Improvement Plan Chapter: To give further consideration to the draft Exmoor National Park Rights of Way Improvement Plan Chapter (the Plan Chapter is not being re-circulated with this agenda, so please bring your copy from the last meeting). It is suggested that the Forum splits into groups for analysis and discussion on sections related to specific users, for example, horse riding. As part of this process, members are also asked to consider a paper from Duncan Waller (Forum member), on The Use of Off-Road Tracks for Sustainable Tourism (Paper C, PDF 80kb).
  10. Consultation on Proposals for Long Term Exclusions/Restrictions of Access under Part 1 of the Countryside and Rights of Way Act (item requested by Joan Long, Forum member).
  11. Permissive Paths Included on the National Park Authority’s Website: Paul Hawkins, the National Park Authority’s Recreation Manager, to report on this.
  12. Date of the Next Meeting(s) and Agenda Items(s): The date of the next meeting is provisionally set for Wednesday, 9 February 2005 at 6 pm.

#Public Question Time

There is a public question time at the Forum’s meetings to allow members of the public to ask questions or make statements on items on the agenda. The timing of public questions during the meetings and the amount of time allotted to them is at the Chairman of the Forum’s discretion. Notice of public questions should be submitted in writing three working days before the Forum’s meetings but, at the Chairman of the Forum’s discretion, there will also be the opportunity for public questions to be notified and made during meetings where they relate to specific matters raised during debate.
