A meeting of the Exmoor Consultative and Parish Forum will be held in the Committee Room, Exmoor House, Dulverton, on Wednesday, 14 June 2006 at 6.30 pm.
The meeting will be open to the press and public subject to the passing of any resolution under s.100(A)(4) of the Local Government Act 1972.
There will be a public question time at this meeting for members of the general public. The details are set out at the end of the agenda.

3. Items Raised by Forum Members
(1) Lynton and Lynmouth Town Council requests responses on the following items:-
The reasons identified for Exmoor National Park being the least visited National Park in England and the programme for remedying this.
Progress report of works within the Valley of Rocks, including works to the picnic area
Is there a promotional budget for tourism for Lynton and Lynmouth?
Is there money available for upgrading street furniture and lamp posts within Lynton and Lynmouth as there are designated conservation areas in both villages?
(2) Cutcombe Parish Council asks for responses on the following items:-
Why does the Exmoor National Park planning process take so long when a Parish Council is allowed only 21 days in which to lodge its comments on a planning application within a parish?
Recreation and Youth: How is the Exmoor National Park Authority engaging young people both locally and nationally to encourage them to use and appreciate facilities within the area?
Does the Exmoor National Park Authority foresee any problems regarding enforcement of the provisions of the Natural Environment and Rural Communities Act 2006 in relation to footpaths, bridleways and RUPPs within the National Park?
At this point, Martin Evans, Head of Recreation and Tourism will give an update on rights of way changes resulting from the Natural Environment and Rural Communities Act 2006.
(3) The Exmoor Trust to propose an Exmoor Hedging Competition for which the Trust would provide the prize money. Such an event already takes place in Devon and the Trust wonders whether a similar competition would help foster good practice in the National Park, particularly as the National Park Authority issues a guide to management and restoration of hedges.
(4) Porlock Parish Council wishes to discuss debris in Hawkcombe Stream the details are set out in the attached correspondence (Item 3.4, PDF 87.8 KB
4. New Economics Foundation
Nigel Stone, National Park Officer, to provide an introduction to work for the Authority by the New Economics Foundation.
5. National Park Centres Review
To receive a presentation from Martin Evans, Head of Recreation and Tourism.
6. Moorland Initiative
To receive a presentation from David Lloyd, Team Leader - Moorlands and Wildlife, and Kate Mitchell, Moorland Project Planning Assistant.
7. National Park Management Plan Review (‘A Sustainable Future for Exmoor’)
Nigel Stone, National Park Officer, to give a verbal report (which will include mention of the Local Development Framework Core Strategy) and this will be followed by a consultation of Forum members on themes to inform the Management Plan. Consultation Panels will be on display and members will be invited to complete questionnaires. These can be completed and returned subsequent to the meeting.
8. National Park Authority Achievements for 2005/06 and Plans for 2006/07
To receive a presentation from Nigel Stone, National Park Officer. This will include the showing of a DVD on the EX Factor project, which brought young people from Bristol to Exmoor last year and was supported through the Sustainable Development Fund.

It provides the opportunity for the public to ask questions or make statements on any items on the meeting’s agenda. The timing of public questions during the meeting will be at the Chairman’s discretion and those wishing to participate can speak for up to 2 minutes. If there are a number of people present for a particular item, the Chairman may ask for a nominee to speak on their behalf and a longer time may be permitted.
