Planning Application Forms and Checklists
A Standard Planning Application Form (1APP) is being introduced across England. It will replace all existing types of planning application forms, except for mineral workings. From 6 April 2008, the new forms will be the only official method of submitting a planning application. However, in advance of the April deadline Exmoor National Park Authority has started to use the new forms both in paper form and on-line. Please read the following information before looking at the various planning application forms set out at the bottom of this web site section.
The new forms will help ensure consistency in the range of information that Planning Authorities request and in the information and plans required to be submitted by applicants. Also when an applicant or their agent submits two or more related applications at the same time (e.g. a full planning application and an application for listed building consent), separate forms will no longer have to be submitted for each application as there is a combined form. It will, however, be important to ensure that the correct form is completed as there a number of different combinations.
1APP will consist of three parts; The Appropriate Form, the Planning Application Requirements (National) and the Planning Application Requirements (Local). These Requirements are often referred to any the “Validation Checklist”. Attached to each application form is a validation checklist which applicants should complete and return ensuring that all the required information is included. Failure to supply all the appropriate information will render an application invalid. At the present time the National Park Authority checklist only sets out the National Requirement and the National Park Authority is preparing to consult on the Local Requirements. The Checklist will be updated in due course.
A Design and Access Statement is required for all applications other than a material change of use of land and buildings (where there is no operational development) and for engineering or mining operations. A Design and Access Statement is a short report accompanying and supporting a planning application that should seek to explain and justify the proposal in a structured way. The level of detail required in a Design and Access Statement will depend on the scale and complexity of the application, and the length of the statement will vary accordingly. The Design and Access Statement should cover both the design principles and concepts that have been applied to the proposed development and how issues relating to access to the development have been dealt with. A Design and Access Statement should be proportionate to the complexity of the application, but need not be long. What is required in a Design and Access Statement is set out in Article 4C of the General Development Procedure Order and Regulation 3A of the Listed Building Regulations. Applications for Listed Building Consent will also be required to be accompanied by a Design and Access Statement. In particular, such a statement should address:
Applicants and agents are asked to familiarise themselves with the requirements for Design and Access Statements contained within the advice in paragraphs 56-110 of Circular 01/06. If the Design and Access Statement does not meet the minimum legislative requirements then the National Park Authority will not be able to register your application.
Submitting Applications; the National Park Authority encourages the submission of your application electronically via the national Planning Portal. The Portal assists by providing a structured way to complete the forms, checks the planning fee and allows the completed process to be completed on line (or partially on line if your prefer). The Planning Portal also provides a range of planning and Building Control guidance. The Portal can be accessed at www.planningportal.gov.uk/.
If you do not wish to submit your application on line then the planning application forms can be downloaded from the list below. Please ensure that the correct form is used. If you wish us to send the forms then please contact the Planning Section; we will be happy to advise on the appropriate forms and send them in the post.
By which ever method you wish to submit your application please can we reinforce the need to check and submit the details required on the validation checklist and the details needed in the Design and Access Statement.
