EXMOOR NATIONAL PARK LOCAL DEVELOPMENT FRAMEWORK

The Development Plan

The Development Plan for Exmoor National Park:


The Local Development Framework contains the policies and programmes which guide the development and use of land in the National Park, and informs decisions on planning applications and appeals. As at August 2007, it comprises of the following documents:

Exmoor National Park Local Plan 2001-2011 (adopted 1st March 2005) – the policies of the local plan are automatically saved for 3 years under the new Planning and Compulsory Purchase Act 2004. A Protocol has been put in place for Local Plan policies to be saved for a further period to allow authorities sufficient time to progress with the LDF and adopt Development Plan Documents which will effectively supersede the Local Plan. The Exmoor National Park Authority has applied to the Secretary of State to save all the Local Plan policies for a further period beyond the initial three years and a response is currently awaited.

LDF Proposals Map was adopted in March 2005 and shows the areas to which particular policies relate. As at June 2007 this Proposals Map is identical to the Local Plan Proposals Map, but in time it will be revised as needed, as new Development Plan Documents which affect it are adopted, and supersede the Local Plan Proposals Map.

Local Development Scheme (LDS) - (April 2007) sets out the Authority’s 3 year programme for the production of local development documents in the ‘Local Development Framework’. The LDS has been revised to reflect the current resources available within the Policy & Community team.

Annual Monitoring Report 2006/07 (AMR) - The current AMR was submitted to Government in December 2007. It reviews progress in implementing the Local Development Scheme and current Local Development Framework Policies.

Statement of Community Involvement (SCI) was formally adopted by the Authority on the 1st August 2006. This document sets out how the authority intends to consult the community and other stakeholders on the production of local development documents and planning applications.

Documents in Preparation

Currently in preparation for future inclusion in the Local Development Framework are the following:

Core Strategy (Development Plan Document) is currently in preparation. The formal consultation period on 'Issues and Options', with the Sustainability Appraisal Scoping Report, ended on 31st August 2006.  The main focus during 2007 will be gathering and collating evidence to support the next stage of the Core Strategy.

Design Guide (Supplementary Planning Document) is currently in preparation following consultation involving a ‘Park-Wide Seminar’ at DunsterCastle and four Community Workshops/Exhibitions in 2005.
