Exmoor Air Quality Management Strategy

Exmoor National Park Authority is inviting quotes for the development of an air quality management strategy to reduce impacts of excess ammonia and nitrogen deposition on sites designated for nature conservation interest across Exmoor.

We are aiming to understand more about the underlying issues and establish an evidence-based pathway for landowners and land managers to collectively manage this, to reduce the impact of atmospheric pollution from land management practices on our designated sites.

The closing date for the receipt of completed quotations is Monday 25 March at midday.

Q: This is potentially a detailed and complex piece of work and we are keen to ensure that the standard and detail of deliverables meets ENPA’s requirements. In this respect, is there an anticipated budget range for this piece of work?

A: We have not put an anticipated budget on this piece of work as we do not want consultants to be limited by a specific budget. Nonetheless, we will be looking for value for money in what can be provided and it would be very helpful if responses can clearly indicate the cost of different elements so that we can make a clear comparison.

Q: Would an extension to the quotation submission deadline be considered to allow time for us to collaborate with specialist support for engagement with key partners, farmers and land managers to support delivery of the Air Quality Management Strategy?

A: I’m afraid we do need the quotes by the deadline set please, so that the fee can feed into the funding application we need to make to deliver the work in a timely way.

Q: The scope refers to the identification of potential funding sources for the delivery of the Air Quality Management Strategy. How is this expected to align with the priorities of the incoming Environmental Land Management payments for land-based goods and services, if these funding objectives conflict?

A: It is really good to be aware of this, but I hope that priorities within the Air Quality Management Strategy should align with those within ELMs schemes, but investigating this will likely be part of the process. What we will also need to be careful of is to avoid double-funding, for example from two DEFRA pots.
